POSITION SUMMARY

Harnett County is seeking a proactive, progressive and seasoned professional leader to serve as its new Director of Human Resources and Risk Management reporting directly to the County Manager. The Director will direct all human resources functions by focusing efforts on performance management, benefits support to employees, provide oversight in administration and provides advice related to the personnel ordinance and ensure compliance with federal/state and local policies and regulations.

DUTIES AND RESPONSIBILITIES

The director oversees the budget and manages the department personnel. The director directs and participates in tasks in the functional areas of employee relations, classification, recruitment, and other personnel issues and problems; provides consultation and technical assistance to department heads in all personnel issues and transactions; conducts investigations on serious employee issues and situations. Assists the County Manager and department directors with human resources matters such as disciplinary actions in respective departments and countywide to ensure consistency and legal compliance; works with employees and departmental supervisors on grievances Supervises safety and risk management programs and liability insurance program management for all departments.

Develops and recommends personnel programs and policies; evaluates existing and researches new programs for alternative and innovative proposals. Directs the maintenance and administration of the positions classification system including the classification studies and individual position review. Provides oversight to hiring process; monitors, reviews and supervises interviewing and hiring in all departments; consults with the County Manager on vacancies; participates in recruitment and selection process for department head positions.

MINIMUM QUALIFICATIONS

The ideal candidate will have a minimum of a Bachelor's degree in personnel, public administration, organizational psychology, or a related field; and at least six (six) years' experience in human resources management or equivalent education and experience and SHRM or HRCI professional certification. Human resource experience in municipal or county government is preferred. The County has established a compensation range of $82,388.00 to $135,941.00 with a competitive benefit package commensurate with qualifications and experience..
